Accurate. cadence-core/config.schema.json:54 - review.reviewers defaults to ["claude-subagent"].

Note

Deliberate: the default must work with no API keys configured and no spend beyond the session. Cross-model panels are a supported opt-in, and the schema says which backends resolve.

Not a defect. Reopen only if the default should change, which is a product decision rather than a bug.
