Default review independence is one fresh Claude subagent; multi-provider independence is opt-in. Fresh context reduces anchoring but is not equivalent to independent models or providers.

Deliberate: the default must work with no API keys configured and no spend beyond the session. Cross-model panels are a supported opt-in, and the schema says which backends resolve.
Not a defect. Reopen only if the default should change, which is a product decision rather than a bug.
