Requirement DRF-01, seeded at the v3.5.3 close.

version_drift's comparand is activeVersion(), a first-version-token scan over the free prose of PROJECT.md ### Active. An Active section that names the predecessor before the current milestone reports the predecessor, and /cad-audit hard-FAILs the ship gate on docs that are correct.

.planning/PROJECT.md in this repository is one clause reorder away from that state. Reproduced on a fixture during the v3.5.2 diff review (planning.mjs:998).

Fix direction: read the milestone ### Active NAMES rather than the first version token in its prose.
