Non-breaking half of the routing reframe. Everything from #63 that improves behaviour without touching a user's config: single-sourced agent contracts via skills: preload, opus routing, and the two standing defects. A user upgrades from 1.4.1 and does nothing. The config-value rename and the artifact schema change stay in v2.0.0, so that release's migration note is one line.
