Release v0.10.0.

  • DailyForecast: windspeed_max, wind_direction, compass_direction, precipitation_probability_max (additive wire-contract fields)
  • NWS current-observation override for US coordinates (internal weather_nws module)
  • repository + outgoing HTTP User-Agent moved to github.com/crenshawdev/weathervane
  • Cargo.toml exclude added so .planning/, CLAUDE.md, .gitlab-ci.yml no longer ship to crates.io

Gates green: fmt, clippy, build, test; cargo publish --dry-run clean.
