Talk-first, signed commits over SSH, and the reasons behind both. Adds the
project-specific parts: the forge is canonical and issues belong there, main
takes no direct pushes, burnrate.py stays one standalone stdlib-only file,
the skill stays a wrapper and never carries its own copy of the arithmetic,
the report stays self-contained with no outbound requests, and a behavior
change ships a test that fails without the patch.
