Version bump and changelog promotion for v3.3.1, the first micro-release of the rolling cadence.

• .claude-plugin/plugin.json 3.3.0 -> 3.3.1 (marketplace.json carries no version, so it is skipped)
• CHANGELOG.md ## [Unreleased] promoted into a dated ## [3.3.1] section

Ships #128 and #138, already merged in #169. Tag is cut after this lands on main.

chore(release): v3.3.1 - the close stops lying about what it closed ... daca959fa2

First micro-release of the rolling cadence. milestone-prune no longer answers
ok:true over a directory operation it could not perform, and the archive root
can no longer be a symlink that walks phase directories out of the planning
tree.
