Phase 4 (EVT-01): the release notify step gains an optional Authorization: Bearer header (only when AGGREGATOR_WEBHOOK_TOKEN is set) and a configurable HTTP method (AGGREGATOR_WEBHOOK_METHOD repo var, default POST). Gated skip when the URL is unset is preserved; app_id unchanged.
