Reverses e854de6 (the milestone-wide flatpak drop) now that flatpak distribution is back in scope, adapted to the GitHub-native setup.

  • Re-point the flatpak manifest git source from the retired GitLab repo back to github.com/crenshawdev/tempest, pinned to v2.11.1.
  • Restore packaging/flatpak/assert-manifest-tag.sh, the guard that fails a release when the manifest tag drifts from the release tag (the v2.9.1-2.9.3 stale-republish bug).
  • Restore the flatpak job in release.yml: build an archive-z2 OSTree repo with flatpak-builder, GPG-sign it by fingerprint, and publish to GitHub Pages; assert the stable ref, archive-z2 mode, and a non-empty summary signature. Re-add pages/id-token permissions to the tag.yml caller and add flatpak to the notify job's needs.

The pkg.jcrenshaw.dev aggregator ostree-pulls this Pages repo and re-serves it at pkg.jcrenshaw.dev/flatpak (aggregator side follows).
