Fixes the restored flatpak job failing on ubuntu-latest with revokefs-fuse / "Deploy not allowed for user". Runs flatpak-builder inside the flathub-infra privileged container (the documented pattern) and makes the manifest-tag guard jq-free for the minimal container. deb/rpm jobs unchanged.
