New issue

One defect at three layers: config.mjs get falls back to a schema default routing never honours, the phase_diff schema sentence states the wrong shipped gate, and self-verify has no assertion comparing a trigger's schema default or prose to route-table.json. The CI assertion is what keeps the other two from returning.
